A comprehensive urban transportation project to meet the challenges posed by rapid growth of Chennai Metropolitan Area (CMA) was undertaken by the Government of Tamil Nadu (GoTN) with the World Bank (WB) assistance, under Tamil Nadu Urban Development Project III (TNUDP-III). Chennai’s Urban Transportation Component of World Bank-assisted TNUDP-III was sanctioned in April 2005 with the issue of Govt. order (G.O.Ms.No.55 MAWS Dept. dated 29-4-2005 according administrative sanction for the component). The project implementation, phasing and procurement plan for the Chennai's Transportation component of TNUDP-III was approved in G.O.Ms.No.145 H&UD Dept. dated 29-4-2005. The effective date of commencement of the component is, however, 19-10-2005, the date of signing of the Loan Agreement with the World Bank (WB). The project has to be implemented over a period of five years.
The project component which has undergone a number of changes during the course of the implementation has in its current form comprises 3 sub-components at an estimated cost of Rs.187.95 cr. The Component essentially comprised the road sub-component implemented through Highways Department (DoH) and the traffic management & enforcement sub-component implemented through Chennai Traffic Police (CTP) apart from a traffic study to be undertaken by CMDA through consultants.
A Project Management Unit (PMU) for implementation of the Component has been set up within CMDA with Member-Secretary as its Project Director. The PMU is presently served by a Senior Planner, a Senior Financial Analyst and an Assistant Planner.
Weekly meetings were held by Project Director, PMU, in the initial phases of the component to shape the environmental and social framework for the component. In the process 61 meetings were held. The Technical Review Committee (TRC) for clearing the detailed project reports (DPRs) prepared through the consultants met 18 times. The Project Management Committee (PMC) under the Chairmanship of Vice-Chairperson, CMDA met 3 times for better co-operation and close monitoring. The Project Co-ordination and Monitoring Committee (PCMC) under the Chairmanship of Secretary to Government, MAWS Department met 3 times. The State Level Project Sanctioning Committee (SLPSC) under the Chairmanship of the Chief Secretary to Government met twice. Administrative sanction for proposals have subsequently been obtained by circulation. A review of the TNUDP-III by the Operations Adviser, World Bank was held on 7-12-2005 & 22-6-2006. Meetings are held regularly in the CMDA to review the status on the implementation of the component. So far 12 such meetings were held since April 2007 in the CMDA.
The sub-projects implemented by the DoH now comprise widening and strengthening of 5 vital roads for a total length of 36 km. @ a cost of Rs. 145 cr. With the award of all the 5works, an expenditure of Rs.36.53cr has been incurred up to Jan.2011. Preparation of detailed project report on construction of grade separated facility at 2 stretches of Anna Salai and 1 stretch of Periyar EVR Salai also form part of this. The Table 1 gives the details of the DoH sub-component at a total estimated cost of Rs.154 crores.

An expenditure of about Rs.3crores has been incurred for the procurement of goods and equipments to improve the institutional capacity of the Highway Research Station (HRS), as part of the component.
The traffic management and enforcement sub-component comprising procurement of tow-away vans, vehicles with speed dome cameras, vehicles for emission analyser, radars guns with (out) cameras, breath analysers, gas emission analysers, traffic signals, pelican signals, traffic signs, walkie-talkies, CCTVs, computers and construction of a traffic education centre at a cost of Rs.15.6cr under various stages of implementation through the Chennai Traffic Police (CTP). An expenditure of Rs.10.24cr has been incurred up to Jan.2011.
In the course of implementation of the component, a saving of about Rs38 crores has been identified. With the approval of the World Bank, the saving is being utilized partly for equipments and vehicles for the traffic enforcement and management at a cost of Rs.10 crores (vide Table 2) and construction of foot over bridges at 7 locations at a cost of Rs.28.00 crores (vide Table 3).

A 18-month long Chennai Comprehensive Transportation Study (CCTS) was undertaken by the CMDA under the project component. Following the completion of the Study, the recommendations of the study have been sent to the Government for implementation by the respective agencies. The study report has been sent to the World Bank and the Government in the various nodal departments for taking further action.
